Proposal on Actively Maintaining Network Order for Flood Control and Disaster Relief

Recently, extreme rainfall has occurred in Northeast China, North China, and the Huanghuai region, resulting in trapped residents and casualties in many areas. Rescue forces from across the country have quickly assembled and rushed to the front lines of disaster relief, fully engaging in flood prevention and disaster relief efforts. During this special period when the entire country is working together in unity to fight the disaster, some netizens have fabricated and spread false information about the disaster, provoking regional antagonism and discrimination, seriously disrupting online public opinion and hindering disaster relief efforts. To further purify the online environment, maintain online order, and fully uphold the online mainstream values of national unity, all-out disaster relief and recovery, and the protection of people's lives, property, and social stability, and to ensure that everyone becomes a participant and contributor to flood prevention and disaster relief, the following initiative is issued:
I. Consciously Resist the Online Spread of Illegal and Harmful Information
1. Resolutely resist illegal and harmful information. Do not create, believe, or spread illegal, harmful, and negative information related to disaster relief; do not spread rumors, incite trouble, or arbitrarily spread unattributed, unverified reports, leaks of privacy, personal attacks, or negative remarks.
2. Strictly manage information publishing accounts. Strengthen manual review and qualification certification of account information, strictly prevent impersonation of party, government, military organs, news media, local governments, and user accounts; strictly control "self-media" accounts that do not meet the requirements of qualification certification and engage in the production of information content in specialized fields; and strictly prohibit the manipulation of "self-media" account matrices to publish and spread illegal and negative information related to disaster relief.
3. Strictly manage the content of information published. Users publishing news information should indicate the source of information according to relevant regulations; for self-taken information, the time and place of shooting should be indicated one by one; for information generated using technology, a technology-generated label should be added; for quoting old news, the time and place of the incident should be specified; for information containing fictionalized content, a fictionalized label should be added; for questionable or rumor information, the platform will mark it with a dispute or rumor label and take measures such as throttling, refuting rumors, and silencing according to regulations.
II. Maintain Zero Tolerance for Illegal and Harmful Information
4. Enhance awareness of online civilization. Establish a correct view of online ethics, actively resist and report various illegal and immoral online behaviors, resolutely fight against online illegal and criminal activities, and make every effort to safeguard the legitimate rights and interests of the state, society, collectives, and individuals.
5. Strengthen positive guidance of public opinion. Through platform covenants and user agreements, improve the management measures for the number of fans and profit-making permissions. For illegal and irregular accounts, penalties such as closing, silencing, or restricting and prohibiting the addition of new fans and clearing all fans will be imposed as appropriate; for user accounts that use multiple accounts to jointly hype hot topics and sensitive events related to flood control and disaster relief for malicious marketing, profit-making permissions will be cancelled or strictly prohibited.
6. Actively create a healthy online public opinion ecosystem. For "self-media" accounts, the affiliated MCN agency will be clearly indicated. For MCN agencies that use signed accounts to jointly hype and repeatedly violate regulations, measures such as restricting profit-making permissions, restricting service provision, and clearing out accounts will be taken.
III. Actively Mobilize and Leverage the Positive Energy of Online Platforms
7. Establish and improve supervision and reporting mechanisms. Encourage users to participate in platform information content management, collect and report illegal and harmful information, discover and expose rumors and false information, proactively provide relevant clues to regulatory authorities, and cooperate with investigations and processing to minimize negative impacts.
8. Actively assist in seeking help and rescue. Proactively collect online clues from the public seeking help and rescue, promptly report to relevant competent authorities, and under the unified command of local party committees and governments, cooperate with relevant departments to fully carry out disaster relief and rescue work.
9. Resolutely expose cases of illegal and criminal activities. Greatly strengthen the handling of illegal and irregular users and the exposure of accounts, establish a special column for warning education, regularly publish typical cases of illegal and irregular users, remind and warn users to strictly abide by national laws and regulations, strictly fulfill platform covenants and service agreements, and strengthen self-discipline and self-governance.
